using Apache v1.1?

using Apache v1.1?
As I search on google any turning a ps2 disc into swaping disc, I keep seeing Apache v1.1 is use only. Whats different about v1.1 than the other versions? Can people just extract the disc out into a folder, place the uLauchELF inside (replacing one of the current .ELF file), burn it back onto the cd and use it then call it a day?
