what is the server and chanel for it i keep finding #ps2dev but i cant find server and port through searching also do people still use it and can i talk about deving for psp on it

it's on freenode (ie, irc.freenode.net).

There is a #pspdev channel there, but you need to register with nickeserv before you can join.
