I can confirm that indeed the PSP DOES stop charging the battery when wireless is in use. This happens in the browser or in games, anywhere that wireless is activated. I do think Sony messed up on homebrew with the PSP. You would think that if they allowed homebrew but just restricted it a little (ie no UMD access allowed, no internal flash access allowed) to a special homebrew API then they would have a better chances of stopping piracy. Does anyone know what happens if you, for example, boot a European game on a Japanese PSP and it asks to update the firmware? Is it safe to do so?
